I must admit to having a rush of excitement when I read this piece about a non-registered optician testing eyes and dispensing without any registration or licencing in London.

I quickly realised that it wasn't London, England but London, Canada. But we live in a globalised world. This guy has a dozen outlets and has had $1m fines imposed in the past and continues to thumb his nose at the authorities. he claims regulation is an impediment to free trade something which tends to win the ear of politicians looking to save cash.

The Canadians have a bit of a track record of launching unregulated contact lens sales on the internet and the like into the US market
