What proportion of online CL buyers provide prescription details?

I was recently sent an email by the online contact lens supplier Get Lenses. Nothing unusual in that, I get emails all the time from many suppliers. However rather than price or lens type being the main message the opening gambit this time was that two thirds of its customers order their lenses without having a prescription. Now perhaps I'm just being a bit dense but isn't that illegal?

I am often contacted by frustrated professionals who want the GOC to take action against this kind of site and un-checked, online CL sales in general . I am beginning to feel their frustration.
