Government legislation relating to optometry is usually big news but the recent Primary and General Ophthalmic Services Contracts entered with more of a whimper than a bang.
The optical bodies made much of their efforts in negotiating away proposed DoH requirements which could have been placed on the professions. Since then the emphasis has been on getting signed up rather than the content of the new contract.
Arrangements for fixed premises and domiciliary operators are different and just having a contract now doesn't guarantee a new one. Practice owners need to become contractors and practitioners will become listed as performers (I kid you not). Your PCT should have contacted you by the end of May so if it hasn't chase them up. If you want a contract you have to put your hand up before July 1.
