Super learning curve

I am rather perplexed regarding recent adverts (The Outside Clinic) for super optometrists.

Who decides this ‘super’ prefix? Is it the individual who applies for the position? Is it the person interviewing? And if so on what grounds? Or does this company have rather different criteria on which they may employ their staff?

I’m obviously on a learning curve and eager to understand this category.
