Steen graduated from Aston University in 1993. Following her pre-reg year at Oxford Eye Hospital, she returned to Aston University to pursue a PhD in electrophysiology and dyslexia under the guidance of Neville Drasdo. She later returned to Oxford Eye Hospital, initially as a senior optometrist, then as joint head of optometry in December 2002.
Steen was committed to her work in terms of her patient care, service development and training of other optometrists. However, she still managed to keep her family life as a priority with her husband, Richard and children, Orla and Daniel, always being at the centre of her life. Steen was also an accomplished musician and silversmith and latterly took a sponsored skydive for a local vision charity.
