Over a quarter of Wales's 750 practitioners contacted have responded to a survey in the Principality.
The results will contribute to Optometry Wales's submission to the Welsh Eyecare Review.
FODO boss David Hewlett said: 'Our colleagues desperately want reduced bureaucracy and the clinical freedom to be able to respond more closely to patients' needs including being able to provide supplementary tests under the GOS contract.
All of this agrees with the Government's White Paper,' he said, adding that the respondent who said 'Pay the cost of the eye test instead of making us secret unpaid tax collectors' hit the nail right on the head'.
