Why the profession has to jump through hoops

I was told a story the other day about a pharmacist who was highly amused that Optometrists and DOs have to jump through so many hoops to ensure their professional competence.

Why should opticians go to all of this trouble when there is so little risk to their patients, ran the argument. Clearly there are many more risks posed by pharmacists as this BBC investigation shows.
