I believe a routine eye examination is ‘one which was clinically recommended on an optometrist’s professional opinion at a previous consultation’. In these days of challenging semantics perhaps we should change to ‘advised’ or ‘recommended’ or have an explanation of the common meaning of this common phrase among reasonable optometrists.
