It is alleged that the optometrist failed to carry out a number of tests on a patient during an assessment on September 18, 2006.
The Council alleges that Stevenson failed to perform a full slit-lamp examination, failed to undertake keratometry, and did not examine the patient's anterior segment.
It is also alleged that Stevenson did not provide the patient with suitable lenses and failed to keep adequate records for the patient.
The Council alleges that Kallar is guilty of misconduct after stealing spectacles and contact lenses to the value of around £5,000 while employed by Coton & Hamblin Opticians.
