I'm sure there are many occasions where a poor sighted OAP or an morbidly obese user of a mobility scooter ( weight 50kgs, max speed 10mph) presents a hazzard to other highway users.
What I don't see is how they could pose anything like the danger of a person of poor vision driving around in an Range Rover, Landcruiser, Audi Q7, BMW X5 etc, etc, etc (weight 2,000kgs, max speed 120+mph).
